The system of government in 1984 was "Oligarchical Collectivism"
which is the joining of the "oligarchs" (another word for Capitalists)
with the "collectivists" (another word for Communists)
for exploitation of the masses, ie "proles".
It's the old "right and left against the centre" trick.

The following is my response to a reader asking if Democratic Socialism leads to Communism because of collectivism and "What is 'Oligarchical Collectivism'?":

The root word of "socialism" is "society" which is defined in my dictionary as:

society - noun - a group of persons joined together for a common purpose or by a common interest; all the people; human beings living together as a group

A political system that truly represents society is "Socialism".

The Communist political system (left-wing) is obviously not "socialism" and neither is the Capitalist system (right-wing).

Orwell was a "socialist" in the true sense of the word in that he cared about "society". See ORWELL'S UTOPIA.

During the 1930s when the Capitalist system was obviously no good for "the people" (depression's "dirty thirties" with massive unemployment) the Communists hoped they'd attract people to their ranks by pretending to be "for the people" and they called themselves "socialists". See 8.Classes of People.

But Orwell was well aware of what the Communists were really like because he had witnessed them in action in the Spanish Civil War after which he wrote Homage to Catalonia. Also he came into contact with people who had escaped from Russia and had written books about life after the Communist take-over in 1917.

In the 30s and 40s Orwell supported the Independent Labour Party (ILP) which was the closest to being a "socialist" party than any other. He had no interest in the Communist or Conservative parties. After the Labour Party got into power after WWII Orwell was hopeful that it would live up to its "socialist" promises and it did fulfill a few of its platforms, ie socialized health care. But by the time he'd finished writing 1984 Orwell had lost faith in the Independence of the Labour Party. Its leaders were wearing top hats and driving fancy cars as Orwell complained to people who came to visit him in the hospital in 1949.

In 1984 Orwell wrote that politicians are members of the "Outer Party" on the same level as bureaucrats, teachers, journalists, trade-unionists, socialists, scientists and other members of the salaried middle class who maintain their status by following orders from the Inner Party oligarchs. Animal Farm was more anti-Communist than anti-Capitalist but that's because it was an allegory of the Bolshevik Revolution in Russia in 1917 wherein the Communists came to power in the name of "equality for the people" and then proceeded to butcher and pilfer and destroy not only human beings but the actual fruits of their labour. Russia, during the time Orwell wrote Animal Farm, was a famine-stricken, hell-hole Gulag but no one in the Capitalist world, ie England or America, would print these facts in newspapers or books which is proof that the Capitalists were in bed with the Communists (still are). If you read the last sentence of Animal Farm carefully you'll see that it's about the Communists and the Capitalists joining forces together against "the people":

Emmanuel Goldstein was the author of "the book" that laid out the theories and practices of "Oligarchical Collectivism" which is the book the Party follows in ruling over the people of Oceania and which is also the book the rulers of Eastasia and Eurasia use as well. That should answer questions about whether or not "Oligarchical Collectivism" is a good thing. Obviously it is an evil system devised by an evil mind. That was the point Orwell was trying to get across in 1984 in as obvious a way as he could without spelling it out in which case it would never have been published. ~ Jackie Jura
